As a Development Advice Team Leader, David is frequently involved with high profile tall building proposals affecting London’s historic environment. He focuses on planning policy, heading Historic England’s engagement with the London Plan. He has led on publications considering Good Growth, protected views, the links between character and density, and a London Historic Character Thesaurus. He is closely involved with the management of London’s World Heritage Sites and Historic England’s engagement with VuCity. David appeared as Historic England’s witness at the public inquiry for the ‘Tulip’ Tower, and has led on the update of the Historic England Advice Note 4: Tall Buildings. David previously worked as a conservation officer for Westminster City Council.
