Dr Julie Grail has been a leading expert in partnership and place management for over 30 years and is currently Managing Director of The BIDs Business, the management consultancy for Business Improvement Districts. She is currently also serving as the Interim Chief Executive Officer for The Fitzrovia Partnership.
Her expertise includes managing the market towns of Frome and Glastonbury in Somerset (1995 to 1996); the establishment of the town centre company in Kingston (1996 to 2001); leading the first BID pilot programme The Circle Initiative in central London (2001 to 2005); establishing and leading the first regional BIDs programme London BIDs (2004 to 2011); founder and Managing Director of the BID consultancy Partnership Solutions (2004 to 2014); founder and Chief Executive of British BIDs (2006 to 2015); joint founder and Advisor of The BID Foundation at Institute of Place Management (2017 to date); and Expert Advisor to UK Government Department of Levelling Up, Housing and Communities (2023 to date).
Her industry influence includes being leading contributor to the original BID legislation; leading author of the Property Owner BID model; originator of the government's BID Loan Fund; founder of the British BIDs Accreditation system; founder and course leader of the BID Academy (2012 to 2015); founder and lead researcher of the annual Nationwide BID Survey (2006 to 2015); author of the Government published Local Authority Guide on BIDs (2015); joint author of the state of the art BID research at IPM (2018/2019); and author of The BID Foundation Industry Standards (2019).
