Rachel Bagenal is the Director for Development and Regeneration at the Royal Borough of Greenwich, where she leads the Council's ambitious plans for growth, regeneration, and housing delivery. With over 20 years of experience, Rachel is an experienced leader in the housing delivery, regeneration, and development sectors. Prior to her role at Greenwich, she led housing regeneration at Hackney Council, contributing to its recognition as a leading authority in high-quality, council-led house building and design excellence.
Rachel is also the founder of Naked House, a not-for-profit housing developer that pioneered an innovative model for affordable "shell housing" in London. She is the Chair of the London Councils Housing Development Group and Vice Chair of the Future of London Housing Development Academy Governing Board.
