The Camley Street partnership was established in late 2024 to deliver the unified, residential-led regeneration of two brownfield sites in Camden. Following four years of engagement with the local community and other stakeholders, Camden Council’s Community Investment Programme (CIP) appointed a joint venture of Ballymore and Lateral as its development partner following a competitive process.
While the CIP retained responsibility for the application for site A, the Ballymore/Lateral JV took on site B. Although the scheme comprises two sites, with a separate application required for each, the vision for a single new mixed-use neighbourhood demanded close collaboration.
Less than 12 months after the formation of the partnership (in October 2025), coordinated planning applications were submitted for both sites with the objective that they would be considered together by the local planning authority. In January 2026, only 15 months after Ballymore Lateral’s appointment, both applications received resolution to grant planning consent, and a local young person (a community Steering Group member) spoke in favour at Committee. The positive planning outcome reflected the strength of the collaborative partnership approach and was underpinned by over five years of continuous engagement and relationship-building led initially by Camden CIP and later continued by the partnership. This long-term programme of engagement, co-design and stakeholder collaboration helped build trust and confidence in a complex regeneration scheme involving a tall building, and significant changes to longstanding industrial and employment uses on the site.
The approved scheme will deliver 401 homes, 50% of which will be affordable, supporting Camden Council’s wider ambitions through its CIP to deliver high-quality, energy-efficient homes for local residents and help address housing need and overcrowding across the borough. New employment space, including affordable creative maker space and a science and innovation hub (including affordable incubator space), and high-quality public realm, will also be delivered supporting Camden’s commitment to inclusive growth, mixed and sustainable neighbourhoods and long-term community investment.
