Lucy Owen
Lucy is responsible for supporting Merton’s aim to build a sustainable future for the Borough.  This includes delivering a portfolio of Council new build, the first Council homes delivered in the Borough for a generation, and town centre regeneration across the Borough’s centres.  She is also responsible for the statutory housing needs function, property, planning and economic development.

She has over 20 years experience in the public sector – at the GLA where she was responsible for leading the delivery and implementation of Mayoral priorities and strategies across a wide portfolio of areas. These include the London Plan, the operation of the Mayor’s planning powers, the Economic Development Strategy, the London Economic Action Partnership, environment and climate change and transport.   She was Chief Operating Officer at the Old Oak and Park Royal Development Corporation, was working to bring together public sector and private sector land, and deliver a new, sustainable urban centre around the new High Speed Two station at Old Oak Common. 


Prior to this, Lucy worked in a variety of Assistant Director and Programme Director roles in local government, the GLA, the LDA and HM Treasury.  Early in her career she worked for 10 years as a senior management consultant across a range of sectors including retail, consumer goods and pharmaceuticals.
