Raphael is Head of Investment at the Liverpool City Region Combined Authority.   Raphael manages the Combined Authority’s Strategic Investment Fund which supports economic development across the City Region.  The focus of the Strategic Investment Fund is currently to deliver the City Region’s economic recovery plan (“Building Back Better”) with support to projects in the following target areas: Business Ecosystem, People Focused Recovery, Place and Green Recovery.  Prior to joining the Combined Authority, Raphael worked for 20 years in professional financial services advising clients on the development of major construction and infrastructure projects.
