Tower Hill Terrace to the West of the Tower of London, is a large underutilised paved area to the Grade I listed All Hallows-by-the-Tower Anglican church.

The project brief proposed landscaping, lighting, power, refuge and seating, covered (where possible), none of which existed on the site previously.  To be used by the public, events and create an attractive environment for visitors.

Key design elements included low maintenance / costs and provide rentable retail space, to cover future budgets.  There were severe financial constraints, demanding a high-quality product at a low cost.
