Tom is a Director at Bell Phillips, specialising in the residential and education sectors. He has a wealth of experience leading large scale residential projects and has successfully led the Westminster City Council’s flagship Church Street scheme through planning.

Tom has delivered over 20 successful planning consents for a series of council led projects including sites within Southwark, Westminster, Sutton and Havering. This experience has given him an excellent understanding of housing design standards, meaningful community engagement and managing a consultant team. Tom also has extensive experience of education design including the award winning Mitchell Building for The Skinners School in Tunbridge Wells and the delivery of Felixstowe Academy and Our Ladys Convent High School, Hackney whilst working at Jestico and Whiles.

At Bell Phillips, Tom has guided the development of an in-house embodied carbon calculator Bell Phillips ACT, which has been rolled out for use on all projects in the office, providing fast, accurate and dynamic assessments embodied carbon. He also leads the Bell Phillips Policy team who ensure the practice remains abreast with the Building Safety Act and building standards. 

Beyond his work in the Bell Phillips studio, Tom is a member of the Reading Design Review Panel and NLA mentor.
