David Waterhouse
David is a chartered Town Planner and Head of Design and Planning Reformat MHCLG. He works directly to the Chief Planner, Joanna Averley, on embedding all aspects of design policy into the new planning system. He spent over two years in the joint BEIS/MHCLG Cities and Local Growth Unit leading work on regeneration related to High Speed 2, before leading the local business support grant programme in response to Covid. From May 2017 to October 2018 he led on multiple chapters of the new National Planning Policy Framework (NPPF) including design, density, new settlements and small and medium sites. He spent nearly 5 years as Assistant Director of Design Council Cabe overseeing the merger of the organisation and developing the Cabe business unit into a self-financing organisation, working with cities and local authorities across England. He is a regular speaker at planning policy and regeneration events across the country, a Trustee of Design West, on the Board of theThames Estuary Cultural Commission. He is an Academician at the Academy ofUrbanism, and a founding member of the InternationalGarden Cities Institute.
